During the 2025 legislative session, Headwaters was retained by one of Colorado’s most iconic and beloved hot springs parks to safeguard its threatened geothermal water rights—a complex and highly technical issue at the heart of the state’s tourism economy and natural heritage. Despite facing significant resistance from the Administration and key regulatory agencies, the Headwaters team mounted a sophisticated and politically savvy defense. Through persistent negotiation, coalition building, and strategic legislative engagement, we ultimately secured major revisions to the bill, embedding long-term protections for Colorado’s hot springs statewide and for years to come
