In 2022, the Headwaters team partnered with multiple clients and Governor Polis to spearhead a landmark effort to expand access to high-quality, affordable early childhood education statewide. Headwaters successfully referred a measure to the ballot through the legislature, which requires BLANK majority, to fund 15 hours of free preschool for every four-year-old in Colorado. This ambitious initiative ultimately earned voter approval by nearly 68%. Following this victory, Headwaters played a central role in turning the policy into reality, guiding a complex implementation process alongside a bipartisan coalition of lawmakers and numerous state agencies. Our leadership helped establish one of the most comprehensive early childhood education programs in the nation, delivering lasting benefits to Colorado’s children and families.
